The business rules outlined herein provide operational guidance governing the relationship between Exiant Communications LLC ("Exiant") and the New Service Provider ("NSP"). These rules serve as definitive operational references for managing the business relationship and facilitating efficient communications regarding service updates and changes.

Note: Exiant reserves the right to make modifications to these business rules at its discretion. Any modified versions will automatically supersede all previous versions upon issuance and will be promptly forwarded to the NSP's Primary Contact as specified in the NSP's Profile or Trading Partner Profile (TPP).

Section I - Implementation

The business rules detailed in this document include Exiant's contact information, operational guidelines, technical standards, and supplementary terms and conditions necessary to support Local Number Portability (LNP) operations. Prior to implementing LNP procedures, Exiant respectfully requests that the NSP provide comprehensive ordering and provisioning contact information to facilitate efficient communication.

Section II - Local Number Portability

Wireless Service Providers

  • In the absence of a formal interconnection agreement, Exiant requests that the Wireless Service Provider (WSP) participate in a Planning and Implementation Team discussion regarding traffic exchange methodologies.
  • WSPs may only port telephone numbers in geographic areas where they have been assigned numbering resources or where they maintain overlapping coverage areas with Exiant's service territory.
  • Reserved telephone numbers may only be ported if at least one working telephone number exists within the same customer group.
  • Type 1 arrangements must be fully migrated to the WSP switch before the porting process can commence.

Types of Ports

Simple Port

Applies to single-line accounts without complex features or translations. These ports follow expedited processing timelines per FCC requirements.

Non-Simple Port

Applies to multi-line accounts, complex service arrangements, or accounts requiring specialized project management. These ports follow standard intervals and may require additional coordination.

Ordering Procedures

All port requests must be submitted on Exiant's preferred Local Service Request (LSR) form. This form may be requested by contacting lnp@exiant.net. To ensure efficient processing, Exiant does not support handwritten or faxed forms. Electronic submission is strongly preferred to minimize processing errors and delays.

Validation Requirements

  • Simple Ports: Completion of all FCC-mandated 14 fields is required for validation. Incomplete submissions will be rejected.
  • Non-Simple Ports: In addition to the 14 required fields, the account holder's legal name and complete physical service address must be provided for proper validation.

Section III – Trouble Reporting & Repair

Exiant's dedicated Trouble Reporting & Repair Center will promptly process and address all trouble reports received from the NSP. For tracking and reference purposes, unique trouble ticket numbers will be provided for each reported issue.

Required Information for Trouble Reports

When submitting a trouble report, please include the following essential information:

  • Carrier Name
  • Initiator's Name
  • Contact Phone Number
  • Contact Email Address
  • Service Provider ID and OCN
  • Location Routing Number (LRN)
  • Time and Date of Port
  • Detailed Description of Problem

Section IV – Directory Services

Upon successful completion of the port-out process, the NSP assumes full responsibility for maintaining and updating the customer's directory listing and directory assistance information. This includes ensuring accurate and timely updates to all relevant directory databases to prevent potential service disruption to the end user.

Section V – Database Updates

Both Exiant and the NSP bear the responsibility for establishing and maintaining appropriate arrangements and interfaces with third-party entities to ensure the accuracy and integrity of all telecommunications databases. All parties involved in the porting process must be certified by the regional Number Portability Administration Center (NPAC) prior to initiating any porting activities.
